Headquarters Joint Operations Command (HQJOC) Information System Integration

Codarra Advanced Systems engaged to project manage the Command, Control, Communications, Computing and Intelligence (C4I) capability for the Headquarters Joint Operations Command (HQJOC) being established at Bungendore in regional NSW. The aim of this project was to integrate the various agencies responsible for the planning and execution of military operations in a state-of-the-art headquarters which is equipped with the world’s best practice command and control systems.

New Army Truck Fleet Support

Codarra's military vehicle specialists have supported the Land 121 project with expertise in systems engineering and project management over a number of years.    Codarra has provided specialist expertise in support of this project in the fields of C4I, vehicle electrical and mechanical systems, and multi-role modules/shelters.  In particular, Codarra's work has covered a diverse range of activities, such as verification and validation, vibration and ride, specification writing, requirements management and management of systems engineering.

Digital Train Radio System

Melbourne’s metropolitan rail network is set to receive a new digital trail rail system (DTRS) that will provide much more reliable communications than the UHF radio system that it replaces. In addition the system can provide data capability and assured delivery of SMS’s and has the future capability of reporting train position to the rail control system.

The DTRS uses a dedicated digital mobile phone network, with base stations positioned along tracks, with fixed and portable handsets located in each train cab.

Nokia-Siemens Networks won the $152m contract to build the system, and engaged Codarra as Systems Engineeringexperts. Codarra’s support included:

  • preparing an Operational Concept Document
  • planning for test and evaluation
  • managing system and design reviews
  • managing requirements traceability and change control

The most important objective for the DTRS system is to ensure safety of the train system by providing reliable communications. To ensure that the system would operate when required, Codarra also conducted a Reliability, Availability and Maintainability (RAM) assessment and a Failure Mode Effects and Criticality Assessment (FMECA).

HQJOC image1The HQJOC C4I project was developed in four stages:

Stage 1 - the development of the system specification and preparation of the tender documentation for the role of the C4I Primary System Integrator (PSI). This stage also included significant consultation with the C4I stakeholders and preliminary C4I system accreditation and logistic support activities.

Stage 2 - design approval of the C4I systems and on-going active C4I system accreditation and logistic support activities.

Stage 3 - on-going active C4I system accreditation and logistic support activities. It also included the review and approval of the test and acceptance plans for the active C4I systems.

Stage 4 -  system delivery, installation, test and acceptance. It also included the resolution of outstanding issues, system accreditation and project closure.

In addition to the primary tasks above, Codarra developed a database to assist in management of this project, provide the Communications Security (COMSEC) custodian role for all cryptographic and key material and undertook the systems integration of some network and audio-visual elements.
